Are Windows server CALs required for IIS and SQL only member servers?

I am not sure how many Windows Server Client Access Licences (if any) I require. My setup consists of Linux servers running Samba 4 (for Active Directory Domain Controller, file and print sharing as well as DNS, DHCP and virtualisation via Xen) and Windows 7 Enterprise workstations. Currently I do not require CALs (as Samba4 is under the GPL licence, not Microsoft's). I would like to purchase a Windows Server standard licence in order to add the Windows Server as a Member server for IIS (with Windows authentication via Samba4 DC) and MS SQL. The Windows Server will be running as a VM under Xen. I will not be sharing files, printers or hosting DHCP or DNS on the Windows Server. Access to the Windows server will be by Administrators only via RDP except for IIS. IIS will be using Windows authentication (however this is provided by Samba 4 DC; the Windows Server is only a member). There will be at least 10 users accessing the Windows Server via IIS at the same time, there are about 25 physical users and about 60 user accounts (most used for authentication or are old users) in total.
