What version of MS DataCenter do we need

I am confused by the number of options available for MS DataCenter. I am looking to purchase a 2 cpu/12 core per CPU server as the host (HPE ProLiant DL360 Gen10 5118) 1. With 2016 licencing does that equate to 24 cores to licence? Connecting Up has a variety of DC Core 2 and 16 licences available at different prices. 2. Do I need to purchase a 16 core product plus 3 x 2 core product? 3. Which of the available versions is the correct choice? Thanks
