Wireless Scanners for Android and Apple phone

Our organisation currently uses Android and Apple phones to scan QR codes to link to our customer management system to record a members attendance at events. As some of our volunteers have difficulty using the smart phones due to age and arthritis I was looking for a wireless or (usb) scanner to connect to the phones for the volunteers to hold and scan QR Codes. Does such an item exist?

Is it possible to use a low end tablet and use it as a scanner?
